Zagreb is an easy city for a dog. Dogs ride the trams and buses, every café terrace on Tkalčićeva has one under the table, and there are three big parks within a short hop of the centre: Maksimir with its lakes and oak woodland, Jarun lake with six kilometres of shoreline path and Bundek with a fenced dog run. It's a chain-hotel city, and almost every four and five-star takes dogs with a published fee, though almost nobody publishes where the dog can go beyond the room. Six hotels on our list take dogs: five in Zagreb and one, Lyra, twenty minutes from the Plitvice Lakes.
With nobody publishing public-area access, what separates these hotels is weight and what comes with the room. The Sheraton Zagreb is the only central five-star that openly takes a big dog, up to 40 kg, one per room, and it's clear that dogs aren't at the indoor pool or in the fitness area. The Westin Zagreb takes one dog up to 25 kg. The three Maistra City Vibes hotels, the International in Trnje, Stellar Boutique Modules off the main square and Zonar by the arena, sit on Maistra's own dog-friendly programme, which at its resorts means bowls, dog beds for small breeds and dogs in designated restaurants and bars, but Maistra hasn't said which of that applies in Zagreb, so ask exactly what you'll get. Lyra Hotel Plitvice is the only hotel-class property near the park that says pets are welcome on its own website. The no is just as clear. In the city, the Best Western Premier Astoria, Amadria Park Capital and Manda Heritage list dogs as not allowed, and around the park the same goes for Hotel Jezero, the park's own hotel, Lakeside Hotel Plitvice, Degenija, 16 Lakes and Fenomen.
Fees are flat across the city. EUR 30 per dog per day at the Sheraton, the International, Stellar and Zonar, EUR 30 a night non-refundable at the Westin, and EUR 25 a night at Lyra. The Sheraton's 40 kg cap makes it the pick for a big dog by a distance, the Westin stops at 25 kg, and the three Maistra hotels and Lyra publish no weight limit at all, which means a phone call before you book a large dog into any of them.
Plitvice itself is simple: dogs walk the boardwalks on a lead. What the park doesn't say is whether they can ride the electric boats across Kozjak or the panoramic trains, so ask at the entrance and be ready to walk the long way round. The boardwalks are narrow and crowded in summer, with little shade and no water a dog can get into, so a small or very steady dog does best and May, June, September and October are the sensible months.

Before you go
What happens when you get there
- Getting there
- Croatia Airlines carries pets in the cabin in a soft bag up to 8 kg including the pet, booked through a sales office or contact centre rather than online, at EUR 50 within Europe. Short-nosed breeds can't go in the hold. The airline doesn't carry pets from Croatia to the UK, and carries them from the UK to Croatia except from London Gatwick. The airport is about 15 km south-east of the centre. Croatia follows the EU pet passport rules.
- Trams and buses
- Dogs ride ZET trams and buses for no extra ticket. Dogs up to 30 cm at the withers, cats and small pets travel in a carrier. Taller dogs wear a muzzle on a short lead, and you carry the registration and rabies vaccination papers. One pet per passenger, board at the front door, stay at the front of the vehicle and bring a poop bag. Dogs classed as dangerous under Croatian rules aren't carried.
- Plitvice Lakes National Park
- Dogs are allowed on a lead throughout, and the park's rules of conduct say plainly not to walk them unleashed. Nothing is published about dogs on the electric boats across Kozjak or the panoramic trains, so ask at the entrance before choosing a route. Walking programmes run from 3.5 km to 17.5 km. Entrance 1 is by the Veliki Slap waterfall, Entrance 2 near Hotel Jezero.
- Zagreb parks
- Maksimir, the big nineteenth-century park with five lakes and oak woodland, is 3 km east of the main square by tram 4, 11 or 12. Jarun lake in the south-west is where the city's dog owners go, with 6 km of shoreline path. Bundek, south of the Sava in Novi Zagreb, has a lake, lawns and a fenced dog run. Tuškanac forest park and the Dubravkin put trail start behind the Upper Town. Park lead rules weren't checked, so don't assume off-lead beyond Bundek's run.
- Fees
- EUR 30 per dog per day at the Sheraton, Hotel International, Stellar Boutique Modules and Zonar. EUR 30 a night, non-refundable, at the Westin. EUR 25 a night at Lyra Hotel Plitvice, which asks you to flag the dog when booking.
- Weight limits
- The Sheraton takes one dog up to 40 kg. The Westin takes one dog up to 25 kg. The International, Stellar, Zonar and Lyra publish no weight or number limit, so confirm before booking a large dog or two dogs.
- Summer heat
- Zagreb and inland Croatia run hot and humid in July and August, regularly above 30C, and the Plitvice boardwalks have little shade and no water a dog can reach. Winter brings snow to Plitvice and the park's upper trails and boat services are reduced.
- Advent Zagreb
- Runs from 28 November 2026 to 7 January 2027 across the squares and Zrinjevac. Nothing is published about dogs, and since the markets are open-air, dogs on leads are in practice there, but the evening crowds are dense and a lot for most dogs. Go in the afternoon.
- Best walks
- Maksimir park's lakes and oak woodland, the shoreline loop of Jarun lake, Bundek and its dog run across the Sava, the Sava embankment path south of Trnje, Tuškanac forest park and the Dubravkin put trail behind the Upper Town, the Lenuci Horseshoe loop of squares from Ban Jelačić Square to the station, the lanes and footbridges of the Rastoke watermill village at Slunj on the road to the park, and the Plitvice boardwalks on a lead.
- When to go
- May, June, September and October for Plitvice, when the boardwalks are cooler and less crowded and there's still water in the falls. July and August are hot and humid, regularly above 30C in the city, and the park's boardwalks have no shade or water for a dog. Winter is fine for Zagreb itself, with Advent from late November to early January, but Plitvice gets snow and the upper trails and boat services reduce.

Questions we get asked
Dogs in Zagreb and Plitvice
Is Zagreb dog friendly?+
Yes. Dogs ride the trams and buses with a muzzle and short lead, café terraces across the city take them as a matter of course, and Maksimir, Jarun and Bundek give proper walking. Six hotels on our list take dogs. The one gap is that no Zagreb hotel publishes where the dog can go inside beyond the room, so ask about breakfast and the lobby bar when you book.
Can I take my dog into Plitvice Lakes National Park?+
Yes, on a lead. The park allows dogs as long as they're leashed and don't disturb other visitors. Whether they can ride the electric boats or the panoramic trains isn't published, so ask at the entrance, and expect narrow, crowded boardwalks in summer.
Where should I stay near Plitvice with a dog?+
Lyra Hotel Plitvice, twenty minutes from the entrances, is the only hotel-class property near the park that says pets are welcome on its own site, at EUR 25 a night. Hotel Jezero, the park's own hotel, and Lakeside, Degenija, 16 Lakes and Fenomen all list dogs as not allowed.
How much do Zagreb hotels charge for dogs?+
EUR 30 per dog per day at the Sheraton, Hotel International, Stellar Boutique Modules and Zonar, and EUR 30 a night non-refundable at the Westin. Lyra near Plitvice charges EUR 25 a night.
Where should I stay in Zagreb with a big dog?+
The Sheraton Zagreb, which takes one dog up to 40 kg and is the only central five-star that says so. The Westin caps at 25 kg. The International, Stellar and Zonar publish no limit, so ring with the dog's weight before booking.
Can dogs go on Zagreb trams?+
Yes, with no extra ticket. A dog up to 30 cm at the withers travels in a carrier. A bigger dog wears a muzzle on a short lead, boards at the front door and stays at the front, and you carry its registration and rabies papers. One pet per passenger.
Which Zagreb hotels allow dogs at breakfast?+
None publishes a rule. The Sheraton is clear only that dogs aren't at the indoor pool or in the gym. The three Maistra hotels sit on a group programme that puts dogs in designated restaurants and bars at its resorts, but Zagreb isn't specified, so ask the International, Stellar or Zonar directly before you count on it.
Can I bring my dog to Advent in Zagreb?+
The organisers publish nothing about dogs. The markets are open-air on the squares and Zrinjevac, so dogs on leads are there in practice, but the evening crowds are dense. Go in the afternoon and keep the walk short.
