Where can my dog actually go?

Riga is a better dog city than its hotel marketing suggests. The Old Town is compact and largely traffic-free, the City Canal greenway runs unbroken from Bastejkalns past the Freedom Monument and the Opera up to Kronvalda parks, about 1.5 km with only a couple of road crossings, and the Daugava embankment gives you a flat kilometre in either direction. Dogs ride the trams, trolleybuses and buses free, with no separate ticket, because the city scrapped the animal fare in 2022. Thirty hotels here and in Jūrmala take dogs.

What almost none of them will do is write anything down. Most Latvian four and five-star hotels publish no pet policy on their own website at all. Semarah, which runs three of the best addresses in the country, publishes nothing, and Kempinski's Riga page doesn't mention animals in any language. The two best pet pages in Latvia are published only in Latvian, and you'd never find them from an English search. Konventa Sēta in the Old Town gives a dog bed, a soft towel and food and water bowls on request at no charge, says its staff are used to guests arriving with dogs, and tells you what to do if you need to leave the dog alone rather than simply banning it. Bellevue Park in Āgenskalns is the only hotel in Riga that says which dogs it takes, well-trained small and medium ones, and the only one asking a deposit. Carillon, the other Keystone address in the Old Town, also puts out a bed, a towel and bowls for the stay. Hotel Bergs at Berga Bazārs runs the strictest policy in the set and the clearest with it, dogs only and no other pets, every pet registered, no unattended dog in the suite at any time and the guest liable for damage, which is exactly what someone paying that rate wants to know before booking. Beyond that, access past the guest room is the gap here, and none of the thirty publishes a yes for its restaurant or bar.

Fees run EUR 10 to EUR 45 per dog and per night is more common than per stay, which is the figure that actually decides the bill. Boutique Hotel Justus is EUR 10 for the stay, the Radisson Blu Daugava, Park Inn Valdemara and Carillon EUR 15 for the stay, Neiburgs EUR 20, the Tribe EUR 25 and the Radisson Old Town EUR 35, all per stay. Per night, Konventa Sēta and Bellevue Park are EUR 15, the three Welltons and Rixwell Old Riga Palace and both Hestias and Hotel Bergs EUR 20, AC Hotel EUR 25, the Grand Poet and both Radisson Blus in the Quiet Centre EUR 30 and the Kempinski EUR 35. Two outliers at the top. A22 charges EUR 40 once for the whole stay however long it runs, and Gallery Park charges EUR 100 per dog for the stay, which is more than three times anything else in the city. Monika Centrum is the only one charging per room rather than per dog, so two dogs cost the same as one.

On weight, only two hotels publish a limit and both of them rule out a big dog. AC Hotel takes two dogs at 15 kg each, and Bellevue Park takes small and medium dogs only. Everywhere else publishes nothing, and an unpublished cap is an unknown rather than no cap, so a large dog needs a phone call before you pay. Note also that Riga has a long list of hotels that are a clear no, including the Pullman Riga Old Town, the Hilton Garden Inn, the Eurostars Metropole, the Royal Square, Hotel Gutenbergs, Relais le Chevalier, St Peter's Boutique, Monte Kristo and the Riga Islande.

Now the thing that inverts the obvious plan. Jūrmala looks like the reason to come and it's shut for most of the year. Under Jūrmala City Council binding regulation No. 24 of 28 September 2023, it's forbidden to walk or bathe a dog on the Gulf of Riga beaches within Jūrmala from 1 April to 31 October. That's seven months, it covers the whole 24 km of sand and all thirteen official bathing spots, and signs are posted at the beach entrances. A Jūrmala beach trip with a dog is a November to March proposition. From April to October you're there for the pine forest and the river instead. On top of that, four of the five best-known spa hotels on the coast refuse dogs, including the flagship Baltic Beach Hotel, whose own site says on every room page that guests may not stay with pets. The three Jūrmala hotels on this list are the Lielupe at Bulduri, Pegasa Pils at Majori and the Rixwell Collection Seaside at Dzintari.

Uzvaras parks starts a hundred metres from the door and Lucavsala, the city's biggest fenced dog park at 5,600 square metres in four zones with a dog bathing spot beside it, is about 2.5 km away. EUR 15 per night plus a EUR 100 security deposit, and it's the one Riga hotel that says which dogs it takes, well-trained small and medium ones.

    The strictest policy in the city and the clearest, which for once is the same thing. Dogs only and no other pets, all pets registered, no dog left alone in the suite at any time and the guest liable for damage. What happens when you get there

Jūrmala beach, and the seven months it's closed
Jūrmala City Council binding regulation No. 24 of 28 September 2023 forbids walking or bathing a pet on the Gulf of Riga beaches inside Jūrmala from 1 April to 31 October. It covers all 24 km and all thirteen official bathing spots, the stated reasons are sanitary cleanliness and bathing water quality in the busy season, and signs go up at the beach entrances. From November to March the sand is legally open to dogs and at its best empty and frozen, which makes the cold months the right time to bring a dog to this coast rather than a compromise.
Where a dog can swim in Jūrmala instead
The rest areas along the Lielupe river, excluding the two official maintained bathing spots at Ezeru iela and Priedaine. On inland public waters outside maintained bathing areas a dog may be off the lead if you can control it, and there's a municipal dog walking area at Ventspils šoseja 37 in Sloka where dogs may be loose. Everywhere else in Jūrmala the lead stays on. Dzintari Forest Park in Majori, with boardwalk trails and a lookout tower, is the year-round answer.
Trams, trolleybuses and buses
Free, with no separate ticket. Riga abolished the single-journey animal fare in 2022 by amending its public transport regulation, having worked out that selling about 2,000 animal tickets a year at roughly EUR 1.50 cost more to administer than it brought in. One condition survives. On a vehicle with 21 passenger seats or fewer, which in practice means minibuses, the animal travels in a bag, container or cage as hand luggage. On the full-size trams, trolleybuses and buses that cover the centre, a dog on a lead travels free beside you.
Leads and off-lead ground
Riga runs one city-wide rule. A dog may be in public places on a lead, with the exceptions being children's playgrounds, school sports grounds, the city's official bathing areas and the sites of public events where the organiser hasn't allowed dogs. There's no Old Town specific restriction. For off-lead, the city's flagship is the Lucavsala dog park on the island in the Daugava, 5,600 square metres fenced into four zones for general use, puppies, small dogs and large dogs, with obstacles, eight gates and a dog bathing area beside it. It's in the northern part of Lucavsala near the Biekengrāvis, right of the Salu bridge heading out of town, and it can flood briefly in extreme weather. The city consulted in March 2025 on allowing off-lead access in parks between 22:00 and 07:00, but we can't confirm it was adopted, so work on lead-on-everywhere and ask locally.
Riga Central Market
The five zeppelin hangars beside the coach terminal are the largest market in Europe and the pavilions are enclosed food halls, so expect to be turned back at the door with a dog. The market publishes no rule of its own, which means nobody can promise you either way, and food hygiene practice in an enclosed hall points one direction. The outdoor rows around the hangars and the riverside stalls are easier. Take turns, or time the visit for the outdoor produce rows rather than the meat and dairy halls.
Winter and the grit
Riga sits at 57 degrees north and the cold runs November to March, with January and February regularly below minus 10 and daylight roughly 09:00 to 16:00 in December. The centre and the Old Town are salted and gritted heavily, and salt plus grit plus cobbles is hard on pads. Bring boots or paw balm, rinse and dry the feet after every walk, and check between the toes where salt balls up.
Vets

Reception is 09:00 to 20:00 Monday to Friday and 09:00 to 19:00 at weekends, with emergency care round the clock outside those hours. Ring before you set off so staff can prepare or redirect you if they're full, on +371 67500494 for emergencies and +371 28805353 for the desk. The same group's PetCity Viesturdārza klinika at Pulkveža Brieža iela 31 is the closest to the art nouveau district, five minutes from Hestia Hotel Jugend, but it's appointment-only and sends emergencies to Candera.
Flying in
Riga International is 11 km from the centre and it's airBaltic's hub. airBaltic carries cats and dogs only, with a cabin limit of 8 kg for dog and carrier together, a carrier no bigger than 55 x 40 x 23 cm stored under the seat in front, one carrier per person and no first row or emergency exit row. It's EUR 70 per crate per direction, and you have to contact the airline before booking because each flight caps the number of animals. Larger dogs go in the hold. Ryanair, which also flies to Riga, carries no pets at all, so airBaltic is the practical route for a cabin dog.
Best walks
The City Canal greenway is the best walk in Riga, starting at Bastejkalns on Basteja bulvāris just outside the Old Town and running north past the Freedom Monument and the Opera to Kronvalda parks, about 1.5 km of unbroken green. Vērmanes dārzs is the five-hectare walled garden between Tērbatas and Barona, gravel paths and mature limes, and the closest real green to most of the Quiet Centre hotels. The Esplanade sits between the two. On the water, the 11. novembra krastmala embankment runs flat along the Daugava below the Old Town, and the Wellton Riverside is the only hotel on this list with that path at its own front door. Over the river, Uzvaras parks in Āgenskalns is big and open, the AB dambis spit gives you a long flat walk with the Old Town on the far bank, and Lucavsala has the fenced dog park and the dog bathing spot. In Jūrmala, Dzintari Forest Park and the Lielupe river rest areas.
When to go
If Jūrmala is the point, come between November and March, because that's the only window when a dog may legally be on the sea beach there. The trade-off is Latvian winter, minus 10 in January and February, about seven hours of daylight in December, and heavily salted pavements that need boots or balm and a paw rinse after every walk. For the city itself, May to September is easy walking, long light and terraces, and the Old Town lanes funnel crowds in July and August, which is worth avoiding with a nervous dog. Late September and October give you the art nouveau streets and the canal park at their best, with Jūrmala's pine forest and river walks still open even though the beach isn't.

The Old Town and Quiet Centre hotels with the shortest walk to real grass are the Radisson Old Town and the Kempinski, both about 200 metres from Bastejkalns, so they're the ones worth calling.

Do dogs travel free on Riga public transport?+

Yes. Riga scrapped the single-journey animal ticket in 2022, so a dog on a lead travels free on the trams, trolleybuses and full-size buses with no separate fare. Three we can stand behind. The Lielupe by Semarah at Bulduri at EUR 30 per dog per night, Pegasa Pils at Majori at EUR 45 for the stay and the Rixwell Collection Seaside at Dzintari at EUR 20 per night. The flagship Baltic Beach Hotel states on every room page that guests may not stay with pets, and TB Palace, Amber Sea, Amber Spa, Kurshi and Daina are all a no as well, so the coast is thinner than it looks.

What paperwork does my dog need for Latvia?+

Latvia is in the EU and Schengen, so an EU pet passport, a microchip and a valid rabies vaccination cover an arrival from another EU country. The dog has to be at least 15 weeks old for the rabies shot to count, and there's no tapeworm treatment requirement for Latvia. Riga charges residents a EUR 10 annual dog-keeping fee, which doesn't apply to visitors.

Can my dog come into Riga Central Market?+

Assume not. The five hangars are enclosed food halls and you should expect to be stopped at the door. The market publishes no rule either way, so nobody can give you a straight answer in advance. The outdoor rows around the hangars and the riverside stalls are the workable version, or take turns while one of you waits outside with the dog.
